Seeing AI is a free app from Microsoft. It really is a good app for visually impaired. The newest feature is a built in bar code reader that can be used to figure out what cans one might have in the pantry or how much a product is in the store. Seeing AI is not a TTS app but it will help with daily living skills.

Voice Dream Reader is a free TTS app, nice for PDF or compatible books. What I like is the voice – probably one that has a more realistic sound.
