International Student Cannot Make a Payment

Symptom:

When I attempt to make a payment on the Account Summary/Pay Bills page from an international location, I receive the following error:

Please select your state. If you are outside of the United States or Canada, please select 'AZ - Not Applicable (International)

Cause:

This is a known issue for international students at this time.

Resolution:

To make a payment, please select Arizona as the state.
